Key Cyberthreat Trends in France

Cybermalveillance.gouv.fr is the french national platform for assisting victims of cybercrime, raising public awareness of digital risks, and monitoring cyberthreats in France. It serves as a one-stop shop for cybersecurity, providing support to both individuals and organizations, including businesses, associations, public authorities, and local administrations.

The year 2024 marked a significant milestone in the growth of this initiative. The platform recorded a 47% increase in unique visitors, rising from 3.7 million in 2023 to 5.4 million users. At the same time, requests for assistance surged by nearly 50%, reaching 420,000 compared to 280,000 the previous year (+49.9%).

In its newly published 2024 activity report, Cybermalveillance.gouv.fr highlights the key cyberthreat trends that shaped the year.

Top Cyberthreats Reported in France in 2024

Phishing Remains the Leading Cyberthreat

Phishing continues to top the list across all sectors, with 1.9 million article views and 64,000 support requests related to fraudulent emails, fake websites, and deceptive messages.

Data Breaches: A Growing Concern

Data breaches rose by 82% in 2024, affecting major organizations such as France Travail, the French Football Federation, and Free. Tens of millions of French citizens had their personal data exposed, raising fears over how this information could be exploited (phishing, account hacking, fraud, or identity theft).

Account Hacking on the Rise

With a 55% increase in help requestsaccount takeovers now rank as the second most reported threat for both individuals and businesses, and third among public administrations.

Changing Victim Profiles Across Emerging Threats

Notable shifts in victim demographics were observed in several rapidly growing cyberthreat categories.
One example is cyberharassment, which saw a 31% rise among individuals—its primary target—but also expanded to affect professionals. It now ranks 9th among local authorities (+533%) and 10th among businesses (+566%). These incidents often involve repeated malicious behavior such as intimidation, insults, or threats directed at organizations, their leaders, or employees.

Increasingly Diverse and Widespread Threats

The 2024 threat landscape reveals a significant proliferation of online scams, driven by easier access to malicious tools and low-skilled cybercriminals.
The top ten cyberthreats, which previously accounted for over 90% of assistance requests, saw a relative decline in favor of lesser-known or emerging tactics. This shift underscores a broadening and diversification of cyber risks.
